Whom the marks apply to
The letter says the cut-off was set from the results of students who sat the 2018 E.C. Grade 12 national exam and are entering the teacher education colleges in 2019 E.C. It also says the Ministry took each region's and city's circumstances into account. A note under the table adds that this year's cut-off rests on the 2018 national results and applies only to teacher recruitment in 2019. The letter also says other requirements apply under the candidate teacher recruitment and selection directive.
The annex gives no score scale, and it does not say where or how to apply. The letter went to the regional and city education bureaus, so they are the place to ask. The Ministry's rule on how a teacher moves up, which also concerns the profession, is in Teachers now need their students to pass before they are promoted.
