What the regulation sets out
The Council of Ministers issued Regulation No. 594/2018 to set out how the government block grant for autonomous universities is implemented. Tikvah Ethiopia reported it on Meskerem 27, 2019 E.C. (7 October 2026), and Tikvah Education and Tikvah University posted on Meskerem 28, 2019 E.C. (8 October 2026). All four posts come from three Tikvah channels. None of them is the official gazette text.
The grant is a yearly amount for each autonomous university. It is combined into one block grant that covers its teaching and research budget and the separate budget for its teaching hospital. Support is meant to fall gradually each year until the institution can pay its own way financially.
How the money is divided
The allocation is based on input, output and equity measures. The sources list these factors:
- the number of regular students in teaching and learning
- the output and impact of scientific research
- technology transfer and community engagement work
- students who need special support, and each university's difficult geographic conditions
The Ministry of Finance and the Ministry of Education prepare the allocation formula together. The sources say it is reviewed every two years to keep up with changing conditions.
Teaching hospitals
The medical service budget for teaching hospitals run by universities is set outside the standard teaching budget formula, based on a separate study. It covers the medical services that hospitals must provide free under the law, and the groups of people who are entitled to free care.
The amount depends on the number of patients, the number of beds, how complex the services are, and what the hospital spends on drugs and consumables.
How the budget request works
Prepare the request with the strategic plan
Each university sends its annual block grant request to the Ministry of Finance by the end of Yekatit every year, together with its institutional strategic plan.
Show it fits the Education Ministry's indicators
The request must include an explanation that it matches the key performance indicators set by the Ministry of Education.
Finance sets the amount and seeks approval
The Ministry of Finance prepares the block grant amount and submits it to the House of Peoples' Representatives for approval. The approved budget is transferred directly to the university.
Oversight and records
- The Ministry of Education signs a performance contract based on key result indicators and carries out a full review twice a year.
- The Federal Auditor General audits the block grant accounts.
- Financial documents must be kept for at least ten years.
Common questions
Does this regulation change tuition fees?
None of the posts says tuition changes. The regulation says the grant may include support for students who meet the admission requirements but cannot cover their education costs. The posts give no amount or rules for that support.
Which universities does it apply to?
Autonomous universities. The posts do not list them. They say Addis Ababa University is already autonomous, and that nine research universities have applied to become autonomous and are waiting for the Education Ministry's decision.
